Overall objective of the project:
Contribution to the creation of short-term employment that focus on the long-term unemployed in Harmanli region and support to the creation of Regional Cross-border Labor Center, part of the single regional labour market, directed to creation of new employment opportunities in the Bulgarian-Greek cross-border region.
Specific objective of the project:
- To contribute a short-term employment (7 months) for 12 unemployed people, registered in the Administration of “Labor Department” from minimum 1 year in the city of Harmanli by means of implementation of building-assembly and reconstruction works in a municipal building.
- To reconstruct and renovate the ground floor and the roof of:  “a municipal building, situated in Harmanli, 4, Bulgaria Blvd. /central city part/ for the needs of the Regional Cross-border Labor Center.
- To create new opportunities for long-term employment (including trans-border) for short-and-long term unemployed people from the region of Harmanli, registered in the Administration of “Labor Department” by creation of Regional Cross-border Labor Center, part if the integral labor market.
- To create preconditions for long-term relationship of the integral labor market between Harmanli and Trigono that is related with workers exchange and to shorten the process of finding and exchange of best practices in the field of labour market policy and services.
Target groups
- unemployed people, registered for more than 1 year in the Administration of "Labor Department";
- unemployed people at the age of up to 29 years of age including;
- representatives of the regional labour offices and other institutions at the labour market from the border regions (from the border regions of Harmanli and Trigono).
Direct Beneficieries
- 6 unemployed people from Harmanli Municipality, registered for more than 1 year in the Administration of "Labor Department";
- 6 unemployed people from Harmanli Municipality at the age of up to 29 years of age including;
- 8 representatives of the regional labour offices and other institutions at the labour market from the border regions (from the border regions of Harmanli);
- 8 representatives of the regional labour offices and other institutions at the labour market from the border regions (from the border regions of Trigono).
Indirect beneficiaries
- Short-term and long-term unemployed people from Harmanli Municipality, registered in the local Administration of "Labor Department", who will use the services of the new formed Regional Cross-border Labor Center (1 868 people);
- Short-term and long-term unemployed people from the rest Municipalities of Haskovo District, registered in the Administrations of "Labor Department" in Haskovo, Harmanli, Dimitrovgrad and Svilengrad who will use the services of the new formed Regional Cross-border Labor Center (16 690 people);
- Short-term and long-term unemployed people from Harmanli Municipality, registered in the local Administration of"Labor Department", who will work in the new formed Regional Cross-border Labor Center (5 new working places will be opened);
- Employers (local and foreign juridical persons) who will, by the new formed Regional Cross-border Labor Center, hire the unemployed persons for the period (average 200-250 employers a year).
As a whole the indirect beneficiaries represent the end-users to whom the impact of the project is directed in order to increase the employment and to foster economic development of the region.
The successful implementation of the project activities will lead to solve main stated problems of the target groups on this project.
In short-term aspect a temporary employment (7 months) will be ensured for 12 unemployed people from the most vulnerable groups of the labor market – long-term unemployed and the unemployed young people at the age up to 29.
In long-term aspect a serious depth in the system and measures targeted to the unemployed and economically inactive people will be overcome. A Municipal structure will be established which will grant quality mediation services for finding jobs in Bulgaria and abroad. These services are like: informing and consulting the unemployed people searching for a job and the employers; orientation and helping to start job, short-term education trainings for unemployed and employed, and other:
- special measures for the great number of discouraged people will be applied by applying individual approach for each person seeking job and active offering of the mediation services to the employers;
- the economical activity and employment in the region will be encouraged by implementation of systematical contacts with the employers and developing an active approach to them to open new working positions for employment and probation periods;
- It will counteract to the great number of long-term unemployed and unemployed young people by individual work with them on the basis of consulting and physiological help and by developing a system for individual plan of activity for each unemployed person including his participation in measures and programs to find a job.
- The breach of mediation services to find a job will be restricted to minimum (offering mediation services to all seeking jobs by payment, lack of contracts with those seeking jobs, mediation services to work abroad without permits and other) which according to figures given by IA “General Labor Inspection” for the nine-months of 2004 grew almost twice for the same period of 2003.
- The quality of the labor mediation will be improved. The possibility to find job by extension of the personal approach will increase by better knowledge of the specific needs and requirements of the employers; better knowledge and determination of the possessed and missing qualities of each person seeking for a job; more efficient selection of the people seeking job according not only to the general but also to the specific requirements of the employers; increasing the announced free job positions at the Administration of"Labor Department".
Reaching the aims of the project proposal will come to create real prerequisites to extend the mutual collaboration between Harmanli Municipality and Trigono Municipality in the area of social policy and labor market.
